◎自2005年以後至今Canon發售了12新機種DSLR,其中公佈有5機種發生了品質不良。
(350D圖像消失、5D反光鏡脫落、1D/1Ds MKIII AF,反光鏡有問題、5D MKII黑點問題)
同一時期對手Nikon連一台都沒公佈,
生產數量較少的Olympus及SONY也沒有公佈品質不良產品。
◎自2005年起世界市場在3年間持續擴大。特別是DSLR每年平均持續成長25%,
雖然數家廠家注力於此有望市場,但根本無法動搖Canon,Nikon 2強的市佔率。
特別是首位的Canon,連輕便DC也是世界首位。
07年相機部門的利益率更是對手Nikon、SONY等將近一倍的26.7%。
且包含DSLR全機種的數位相機約70%,
是由100%子公司 Canon大分的日本國內工廠所生產。
比起在海外生產或OEM的其他廠商,這個生產體制非常特別。
Canon在人件費昂貴的日本生產,還能有壓倒性的高利益率更令人驚訝,
但Canon發生的頻繁產品不良問題,
卻是讓長年來被信奉為高品質代名詞「Made in Japan」受到動搖的痛苦現實。
◎Canon的主力相機工廠在日本大分縣。
一個是82年被建設的大分Canon安岐事業所。
另一個是在05年開始運作大分事業所。
在這2個工廠製造著Canon 接近7成的相機。
低價位的輕便型數位相機在中國和馬來西亞的工廠製造,
但在大分工廠製造著全部的SLR。
支撐著大分Canon的,是平時以數千人規模在製造現場作工作的外包工人(外包公司職員)。
大分Canon的正式職員與期間公司職員主要是負責製造管理和工具維護保養以及組裝以外的業
務,
而實際生產、組裝的是由日研總業、Technosmile等外包公司的職員來進行。
◎今年初開始在大分事業所COMS(畫像感光元件)模組組裝線工作的30代男性,
這樣回顧現場的情況:「從其他公司的工廠來Canon時,覺得無塵室很髒 ,
雖不是到驚人的程度,不過與以前的工廠比的話感到有差距」
他的工作是將LPF(低通濾波器)壓接到COMS上的模組組裝,
這是必須在不允許絲毫塵埃的無塵室進行的作業。
然而,在大分Canon的2個事業所,工作者沒戴口罩。
據說在無塵室內也一樣。
一方面依Canon公關的說明:「我們的判斷是即使沒戴口罩,也不會影響品質」,`
但自那位在現場工作的30代外包公司職員,
卻聽到不一致的意見「無塵室塵埃多。經常在壓接的時候有塵埃進入,
致使模組變得不良」。
◎另外在大分事業所工作的20代女性表示:
「在日光燈的光下,有時候眼睛就看得見空氣中塵埃飄舞」。
雖然無塵室被要求的清淨度的水準,半導體,醫藥品,食品等根據製造種類不同而有不同的差
異。
但相機的方面,除了是半導體的畫像感光元件(CCD,CMOS)的製造工程外,
並不是那麼嚴厲的被要求無塵度。
但也不可能有所謂的「塵埃飄舞的無塵室」。
根據無塵室設計者的意見「無塵室的要求水準是測量在大氣中有多少0.5um的超微小塵埃。
另外有簡單的「無可視塵」設備,不過這種不能稱為無塵室。
但看到塵埃飄舞這種情況,根本就不像話了」。
為什麼會有這種超出常識的情形被放任?
是因為在無塵室內部,不是Canon能管轄的。
外包的契約規定是業務委託公司(Canon)不能對現場工作的外包公司職員作直接指示或命令。
假如直接指示,就構成假業務外包(偽裝請負)違反了勞動者派遣法。
假如是在04年,Canon採用的是派遣員工,Canon可以做直接指示。
但在08年底的現在,Canon沒有採用派遣員工。
因為(日本法律規定)連續在同一業務工作3年以上的派遣員工,
公司有直接僱用的義務。
Canon為了順應生產量的調整,所以已不使用派遣員工。
而借力外包公司的人力,就等於在家廠房中進駐了它公司,
雖說是Canon自家工廠內,但以金屬架或膠帶隔開的另一邊已變成是它公司的所有地,
Canon對那塊地區只有非常有限的管理權限。
◎Canon的員工原則上不能進無塵室。
前面那位30代男性透露「無塵室的上部有窗戶,
約每週一次Canon的上層會隔著窗戶來做視察,
只有這時才會在事前做將工作台擦拭乾淨等之類的整理工作。
生產現場只有外包公司的人,平常的管理基本上很隨便」。
◎只要是大分Canon的有關人員,都知道發生在07年10月的事件。
事件發生在安岐事業所的相機組裝線上。
外包公司的工作者在嚴禁煙火的工作場使用了打火機,導致揮發性的溶劑引火。
火勢一口氣的就延燒了。生產線也一時完全停擺。
在現場工作的外包公司職員透露
「為了遮住相機機身的塑料的瑕疵,用打火機去烤的方法被非正式共有」。
Canon公關針事件對此事的說明是:「我們知道火災這件事,
是外包公司的管理過鬆所引起的事件,
但即使發生這樣的事,在契約上,Canon也不能進行人身或攜帶物品檢查,
只能靠外包公司的自主管理。」承認了外包契約所產生的管理上界限。
◎假如外包公司有提高產品品質的態度的話,上述的無塵室清潔及打火機等問題就不會發生。
去年底為止在大分事業所工作的20代女性透露,
有一次,她誤將壓接在感光元件上的crystal plate正反面顛倒的裝上了,
他去問外包公司主管怎麼辦,得到的答案是「這是舊機種所以檢查較鬆,
就這樣出去吧」還半開玩笑的警告:「但是,不要說向我報告過」。
對最終產品的品質根本不在乎。
◎與Canon簽約的外包公司日研總業,
目前有像「製品品質異常對策規定」「誤捆包發生時的對策」等20種的作業手冊,
但這些手冊有一個共同點,
就是各手冊條文的最後一條都是「附則 此要領由2008年12月1日起開始實施」。
今年2月底為止負責製造及出缺席管理了老外包員工透露
「由於去年夏季生產線發生太多不良產品,
所以日研總業才在12月製作了這些作業手冊,之前是沒有任何作業手冊的。
但無塵室內用的作業手冊到現在(2009年2月底時點)還沒有」
(也就是說在2008年12月之前.這些外包員工是在沒有任何需要遵循的作業處理程序下進行生產
工作)
即使外包公司在沒有正式的作業手冊的狀況下進行作業,
Canon也只能閉嘴。
Canon公關表示:「在外包契約上,外包公司要不要製作作業手冊是外包公司自己的事,
Canon除了品質及交貨時間外沒有說話的餘地。」
◎一位工作是主管助理員的30歲外包女性員工透露
「最頭痛的是螺絲、貼紙之類的材料(零組件),永遠是只給我們剛剛好的數量,
所以工作現場永遠是有什麼材料是不夠的。」
但「即使向Canon申請追加材料時,
回答一定是『不是有不合格品嗎,想辦法去活用』」。
因不合格被打下來的製品中,還是有可用的零組件,
就將它們分解再利用。
假如發生了較大量不良產品時,
原因是Canon提供的材料(零組件)有問題,還是外包公司組裝時的問題,
雙方要進行會議來確定是誰的責任,假如錯在外包公司時,
外包公司就要負責不良產品的費用,所以雙方態度強硬。
「雙方都不想負責,所以這類交涉基本上是平行線沒有結果,
那怎麼辦?很明顯能知道是該那邊負責任的就那邊負責,
但有一些灰色地帶(分不出誰負責?)的產品,有時就乾脆讓它通過了。」
因為只要讓它通過了,就不是不良品,也就沒有誰要負責的問題了。
Canon公關對發表的不良產品增加的回答是:「
每個機種的原因都不同,不是塵埃,也不是作業員的水準。
是我們即使是小問題也會負責任的公佈,而不是最近不良產品增加了」
◎會發生以上的問題,最主要的原因就是Canon徹底的成本管理。
借力外包公司,結果與製造現場的資訊傳達成了隔靴搔癢的狀態。
諷刺的是,選擇在日本國內生產,結果反而是離生產現場更遙遠。
在高成本的日本國內生產,還能維持凌駕它廠高利益率的Canon,
在生產體制上是否有無理強求的地方?
但可確定的是相繼發生的不良產品問題,告訴我們一定是那裡有異常的問題存在。

◎在泰國古都大城(Ayutthaya)市市中心開車約十分鐘的郊區,
是泰國代表性的外銷基地之一的洛察納(ROJANA)工業區所在地。
本田、日立,Panasonic等70家日系公司的工廠進駐其中。
Nikon 負責製造的子公司Nikon 泰國也在此地。
Nikon DSLR、交換鏡頭產品的約9成是由同工廠負責生產。
「D3」等專業頂級機種目前仍在日本的仙台Nikon工廠生產,
但這算是例外了。
也就是說泰國大城(Ayutthaya)已經是Nikon DSLR的主力工廠。
◎泰國工廠內佔地最大的是相機的組裝工程,
要進入這個廠房一定要穿上包覆全身的工作服,再戴上帽子及口罩。
廣大的製造生產線,排列了一排女性員工依外殼、感光元件模組,電路板的順序組裝著相機。
兩班輪替一天約23小時的生產時間。
雖然是流水線,但不使用輸送帶,而是用手傳遞。
作業時間中,有定時的休息時間,
這時會先播放輕快的流行音樂,是3首不到一分鐘的曲子。
當音樂開始響起時,全體停止作業,一起進行清潔工作。
手中拿著藍色或粉紅色的拭布,擦拭燈管,工作台然後是地面,
隨著不同曲子,變換擦拭的地方,之後才休息。
這樣的清潔工作一班要做5次,兩班制所以一天等於做了10次清潔。
◎Nikon 泰國工廠員工,在2月底的時點約有一萬多人,
其中正社員約8000多人,其他是派遣社員,
這些派遣社員是調整僱用的調節閘門,
最忙的時期派遣社員曾高達7000人,
但去年秋季起由於銷售減退現在減少為2000人。
沒有日本所說的外包公司職員。
◎約8000名的泰國人正社員不是只單純的是工廠作業員,
進行管理的也是泰國人。
每位管理職的正社員負責指揮約10-20名的作業員。
當製造現場出狀況時,需馬上去解決。
比起日本外包公司那種複雜的指揮系統,
在這裡是簡單明快太多了。
管理職的76人中有45人是泰國人。
都是長年在此工作的有經驗員工,
連部長級中也有3人是泰國人。
例如在鏡頭製造部,指揮2300個部下的就是一位36歲的泰籍主管。
Nikon 泰國設立於1991年,
工作年數超過10年的正社員約800人,
職員的流動性低。
當中也有不少是被喻為是泰國的東大的朱拉隆功大學(Chulalongkorn University)機械系出身
優秀技術人員。
◎不只是日本Nikon 社員到泰國傳授技術,
也有反向的互動,
當新產品開始研發或開動階段,
就會派約30名的泰國員工到製造專業機種及生產時檢查機器的日本仙台Nikon研修,
停留時間為3個月到半年。
除了實習新產品的組裝及負責領域的最新技術外,
也將生產現場的意見反映給研發部門,
例如各種組裝程序分配的時間是否適當,
各個零組件在組裝時,以生產現場的立場看是否合理等在生產現場的意見反映給研發部門。
由於這種互動,Nikon 泰國也逐漸的成長茁壯,
例如生產相機時的檢查機器或自動調整器等,
是影響產品品質重要要素的裝置。
以往這些裝置全部都是在日本仙台Nikon製造,再送到泰國使用。
但這幾年工學畢業的現地社員們也開始自製了。
雖然是以較簡單的裝置為主,但目前這類製造相機的基本設備,
有約2成是Nikon 泰國自製的。
為了日本國內還保留有生產現場的象徵目的,
Nikon 沒有關掉仙台Nikon的預定。
但隨著泰國員工在日本研修而累積高度技術能力成為有經驗過程。
以往需要日本仙台或栃木工廠牽著手走的泰國工廠,
現在也逐漸開始能獨當一面了。
◎日本國內的人件費與中國等亞洲國家比的話,大概是接近10倍。
對日本製造業而言,基本上已都是海外生產。
但對Nikon 來說,卻不是如此。
回看歷史,Nikon是以製造軍需品起步的,
第一次世界大戰暴發時,
日本軍方自歐洲調度測距儀、望遠鏡等光學儀器出現困難。
在1917年受到日本帝國海軍的要求,
三菱財閥岩崎小彌太創立了日本光學工業也就是現在的Nikon。
因此在Nikon的傳統是以技術能力自豪,
將性能比成本看得更優先。
所以要將主要工廠移到海外,
比起它廠都消極。
70年代Canon在台灣設立了首個海外生產據點,
開始將相機的生產分散出海外,
但Nikon在91年才在泰國設立了首家海外工廠,
且最初的十多年只是生產一般等級的鏡頭。
最多只當成是日本主工廠水戶、仙台等的輔助工廠罷了。
真正將泰國工廠升級為主力工廠也只是這2,3年的事。
2004年的D70開始才在泰國生產。
至今連D300高級機種也在泰國生產了。
Nikon 泰國在07年的營業額也擴大為2000年的8倍。
Nikon 苅穀道郎社長表示:
「檢查機器或自動調整器等製造相機的基本設備都是由日本送過來的,
新產品生產時,也自仙台派人來指導,加上泰國人很認真,與日本生產沒有兩樣」
「泰國人的忠誠心之高,讓人驚訝。
例如在同工業區中,像本田等公司的薪水高很多,
但泰國 Nikon裡卻有很多人長年留著,沒有跳槽。
讓這樣的人來生產的泰國製產品,品質絕對不可能差。甚至還比日本製好。」
「03-04年時,D2H,D70等相繼發生了不良產品問題,
但之後幾乎沒有類似問題發生了,
2005年在泰國工廠導入了生產履歴管理系統(トレーサビリティシステム,
每個產品是在何時,那裡、那個生產線的那個批號,
甚至是在那裡修理過,全部都能查出。
當品質面發生問題時,馬上能反映給生產現場進行改善。
與80年代我還在品管部門工作時比較,
現在產品在保修期間的故障回修率,已降到1/10了。
很明顯Nikon產品的品質是有改善。」
「不管是在那裡生產 Made by Nikon是不變的」。

Nikon 苅穀道郎社長在05年上任後。
推出的D40,D3,D300等機種相繼受到好評,
世界市佔率由06年的38%在08年增加為39.5%。
同時期首位的Canon由47.4%跌至40.7%,
2廠的差距大幅的拉近。
70年代就開始海外生產的Canon,在05年突然改變方針回歸日本國內。
另一方面,91年才開始海外設廠,到03年以後才隨著DSLR風行,一口氣的推進海外生產的
Nikon。
2個競爭對手採取的生產體制策略,可說是完全對比。
但這個結果讓Canon對匯率的敏感度(匯率變動對業績的影響度)比其他精密業界同行高相當多

當日圓對美金匯率升值10日圓時,全公司營業利益會減多少?
Canon是減少56.9%
Nikon是減少18.2%
Olympus是減少28%
Ricoh是減少13%

當日本結束了1美元=120日圓 低日圓時代的今日,
在日本國內生產對日本外銷型企業而言還有多少的意義呢?
日本摩根證券分析師森山久史道:
「日圓貶值的05年,在日本國內生產時,
研發與生產現場距離接近,及物流費用可削減等可提高效率化。
但這5,6年來IT環境已經很發達,
研發與生產現場的物理距離也不像以前有那麼大的影響了,
在日本國內製造的意義越來越沒有了」
不過,Canon也有更遠大的策略,
Canon的目標是接近無人的自動化工廠。
只要確立以機器人來生產的體系,就可不用在乎人件費來設廠。
Canon產品主要需求地是日本及歐美等先進國。
假如能設廠在這些高人件費的高消費國裡,
不但可削減物流費且對需求的變動可迅速的對應。
現在Canon的 大分工廠正處於走向自動化工廠的過渡期,
但去年秋後急速的日圓升值,
再加上去年年底因裁減非正式員工的問題受到日本國內的批判。
在走向理想的無人化工廠之前,已被潑了冷水。
也讓人痛感要在日本國內生產產品的門檻之高。
到底在日本國內的製造還能持續下去嗎,
Canon被暴露出來的課題,
對(仍堅持在日本製造的)Panasonic,Sharp也是共通的。
「Made in Japan」可說是面臨著前所未有的阻力。

在現場工作的外包公司職員透露
「為了遮住相機機身的塑料的瑕疵,用打火機去烤的方法被非正式共有」。

對日本製造業而言,基本上已都是海外生產。
但對Nikon 來說,卻不是如此。
回看歷史,Nikon是以製造軍需品起步的,
第一次世界大戰暴發時,
日本軍方自歐洲調度測距儀、望遠鏡等光學儀器出現困難。
在1917年受到日本帝國海軍的要求,
三菱財閥岩崎小彌太創立了日本光學工業也就是現在的Nikon。
因此在Nikon的傳統是以技術能力自豪,
將性能比成本看得更優先。
所以要將主要工廠移到海外,
比起它廠都消極。
70年代Canon在台灣設立了首個海外生產據點,
開始將相機的生產分散出海外,
但Nikon在91年才在泰國設立了首家海外工廠,
且最初的十多年只是生產一般等級的鏡頭。
最多只當成是日本主工廠水戶、仙台等的輔助工廠罷了。
真正將泰國工廠升級為主力工廠也只是這2,3年的事。
2004年的D70開始才在泰國生產。
至今連D300高級機種也在泰國生產了。
Nikon 泰國在07年的營業額也擴大為2000年的8倍。
